Yes, there are several reasons this might have happened.
They may have already had the strain (s) and so being with him didn't expose them again as once you have a strain you have it for life and so when two people share HPV they can't bounce it between them.
They may have used protection that prevented transmission.
His level might not have been high enough to be contagious at the time he was with them. When we test positive then later test negative it is because it is now dormant in our system and so we should no longer be contagious to others.
He may have gotten this HPV after being with the women who are testing negative. Or their immune systems supressed the strain (s) quicker than his did.

Regardless you know this guy is the source of your infection and you can't make him own up to it or make him tell others. You can only control your own life. HPV is really a common fact of adult sexuality and usually doesn't lead to serious health issues. I understand it's not easy to find out you have it or to deal with it while you do. It will pass with time. :)

Is this the only person you have had any gential contact with? Meaning have you ever just played around with touching or grinding? If so, then you could have been exposed by someone other than him as HPV is spread via gential skin to skin contact.
So if now you can rule him to be how you were exposed and that was recent then anyone he has been with recently could also have the same strain (s). Once there is transmission it usually takes about 24 months to pass any symptoms and for the immune system to supress the virus.
To answer your first question. Only people he has been with while he had active strains of HPV would be at risk of having been exposed and then only with gential skin contact as HPV is not spread via fluids. Condoms only protect about 90% with HPV but should always be used to protect with other STD's as well.
HPV's are very common and many people never have any symptoms so they don't know they are speading the virus. You should have yours become dormant within 24 months. It is important to always have your yearly paps and dental exams. :)
