skin color

I am a 26 year old white female, with very fair skin. I burn eaisly, and barley tan. From since I can remember around the age of 10-12 I believe, I noticed a very distinct skin color around my mouth. It has been there since! It is a yellow ring. Even with makeup you can notice the yellow color. What is this? What caused this? How can it be removed from my skin cause it is very noticeable! It makes me feel very insucure! No one such as my parents ever said anything growing up, but I don't think it should be like this! This is not normal. I wash my face every day with warm water and soap, or cleanser. Please help me take this away! This is the only skin problem I have!
