Is she too old for medication?

My mother is 86.  She has been diagnosed with stage 3 kidney disease, high cholesterol, high blood pressure.  She has been given no medication and her PPO doesn't think she needs a referral to a specialist.  The impression we get is that because of her age, her doctor feels medication wouldn't help or that one for high blood pressure would  worsen her kidney disease and vice versa.  We realize she is 86 but she is not dead or near to dying.  Shouldn't she be on meds. to help with her quality of life?  She is continually tired, has no energy which we have read are symptoms of her diagnosis.  She  also has hypothyroid which her doctor says is under control.  She has loss most of her energy over the last year.
