scar tissue around ureter

I had a stent placed in my ureter a couple months ago because my kidney was completely blocked. I had to have surgery to remove a massive amount of scar tissue from around the ureter. The stent was left in for about 2-3 weeks for healing purposes. I had the stent removed 2 weeks ago and given a clean bill of health. NOW my kidney is blocked again with scar tissue. What could be causing this. My doctor said I need a foreign object to replace the ureter or possibly remove my kidney. HELP INFO NEEDED
