time between kidney cancer diagnosis and surgery

My son (38 years old) was diagnosed with kidney cancer 3 weeks ago and is to have one kidney removed.  He was told today that the earliest he can be scheduled for surgery is 4 weeks.  In the last 3 weeks, they have determined the tumor is 5.6 cm. and that it has an undefined border but as of now, the cancer has not spread to other organs.

My concern is that in the next 4 weeks, what are the risks of it spreading more?  Is this a normal time frame or is this a regional (Florida) thing?
