My Anti-HBS level is 778.3

"My Anti-HBS result is REACTIVE,

"my level/count is 778.3  

"& the cut off value is 10.0 is this just okay?

and there is note written on the paper saying that:

*Count below the cut-off is considered reactive.

Can somebody please explain this to me?it confuses me a lot. isn't it contradicting to what the "result" is saying with the "note" is saying?

THANKS A LOT. IT WILL BE A GREAT HELP TO ME. :(
