Raised bilirubin in urine

I've been a reasonably heavy drinker over the past 15 years (maybe drunk 3 times a week). I've done 3 home liver urine tests over the past 6 months, all have shown mild levels of bilirubin (abnormal) but normal urobilinogen.

Does this indicate liver disease or could there be another explanation?

I would think the home test to merely be an indicator of whether its prudent to probe deeper (or not).  A simple Liver Function Panel would be far more telling.... Given the drinking, if it were me, I would invest in the test....that way id know if I have a road to walk down (as in yet further testing) or not... at any rate, curtailing drinking would be your livers best medicine
