Transplant liver overseas

Hi, all:

My friend Bob needs a liver transplant. He was told by the hospital that he doesn't qualify for the hospitals in USA due to the number of tumors in his liver exceeding the limits.
He is considering going to overseas to look for it. He is considering China. Will the fact that he's white make any different when the donor is a Chinese?

Does any of you have any knowledge and opinion about China transplanting liver?

the chinese government has passed legislation to not perform transplant on non-chinese nationals but i do not think this 100%.  The thought is that the donor livers are procured from executed prisoners.  other places that people go are to India and Colombia.  check PUBMED for articles on transplant tourism
