You need to discuss with your oncologist. Ask him what kind of surgery is he planning and why does he think it should be removed. What i think is, that the oncologist has suggested you a surgical excision biopsy which means removal of the lesion as a whole and then sending it to the lab for a diagnosis on the type of growth or lesion it is. The growth of the lesion in the last one year is one of the causes of concern. Goodluck.
