Unknown Rash on ankles!

Has anyone seen the type of rash on my picture titled "Ne Rash on ankles" on my pictures page? I would greatly appreciate any comments and opinions! I have had petechia spots appearing all over also !!! Thanks in advance! Picture is also attached below! The rash is on both ankles/lower legs started out very small dots and now is large circles they have been there for 3 months!

it's not too different from common Psoriasis.

maybe you had a predisposition to it but something else triggered it
