3 month old congested for a month!

so i think its been like a month since my baby started getting congested. i think we had 2 days where she was clear because of the vaporizer i bought, but now shes back to being congested and i have to use those stupid bulb things on her which makes her scream bloody murder. (i just ordered one of those nose sucker things online and should have it in a few days) well my question is that is it possible and my EBF 3 month old has allergies? i do have a dog and have been washing everything very well lately just to see if it helps (and it hasnt) it started out and a little bit of a cold and her ped said just use the bulb thing, prop her up and a humidifier (made it worse so i bought vaporizer) the vaporizer worked wonderfully when she was in her room, especially at night. but after 2 days its not doing its job anymore. its still putting out the same amount of steam but shes still waking up because shes so congested she cant fall back asleep. even during nap time.
she also started spitting up more(she never ever spit up before this) and is now spitting up 2-3 times a day, my diet hasnt changed so im sure its not my breastmilk. im going to call the doctor again tomorrow and make an appointment, but were both getting such rough sleep that shes always tired and spends most of her day trying to sleep. her eating habits are a little off because she often wants to comfort nurse and gets cranky when she has to eat instead of going right to sleep lol. but she seems to be having the same amount of wet/dirty diapers. and shes still gaining weight. i just dont know what could be the problem.
