Have you gotten a diagnosis yet on your baby.  Just came across this post.  I am not a doctor but I am a laboratory technician and midwife assistant.  It looks like your baby's bone marrow is not doing a good job of producing the entire cell line.  The reason the hemoglobin and hematocrit are low is because there are not enough red cells.  In the red cells that are present the MCV (mean corpuscular volume) shows there is too much hemoglobin in each cell (maybe trying to compensate).  The serum creatinine of 0.2 is not worrisome as the normal starts at 0.3.
Polychromasia simply means that the red blood cells differ in color and you would expect this because he is trying to compensate by throwing out cells that are not perfectly mature yet.  When I red blood cell is fully mature it has no more nuclear material in it and thus just stains red on the slide.  It does look like his bone marrow is depressed which could be from infection (though not likely since his WBC is low), virus, blood diseases such as the leukemias, etc.  But hopefully, his bone marrow has kicked in now and doing a better job for him.  I do hope so.
