Are you talking about pure white patchesAllergy testing Skin color - patchy (i.e., the colorColor blindness Color blindness tests Color vision test of milk or paper) on otherwise normally pigmented skin? There is a condition called vitiligo, which is a complete absence of skin pigment in patches on areas of the body, so the patches contrast with the normal skin tone. (Michael Jackson has vitiligo, maybe that's (one of) the reason he wears makeup.)
Google "vitiligo" and you will find a lot of photos and descriptions of the condition. If you think that is it, there is nothing to do to make the patches go away. You can ease the chance of the baby getting more patches by using a very high-SPF baby sunblock and keeping him in hats and long sleeved shirts when in the sun.
