Could this be a viable pregnancy if HCG levels are not doubling?

At around 6 weeks I went in for an ultrasound and my doctor could not find the heartbeat but he did see the sac and the fetal pole. He was concerned about not seeing the heartbeat so he sent me to have my HCG levels checked. On 9/3 they were 36,000 which I have heard is on the high side was I was optimisic. But on 9/5 my levels had risen to only 39,000. My doctor wants me to come back for another ultrasound in a week but he said that it looks like this pregnancy will not continue. I should also mention that I got pregnant when my first baby was only 6 months old and  never got my period back before getting pregnant again. So I was thinking that this could make my dates a little off. I have had no bleeding or spotting, only mild cramping which I also experience with my first child.
