Falling Progesterone levels

I have been through Invitro-Fertilization and am now 4 weeks pregnant. I was given progesterone supplimentation first thru injections, then with alternating injections with pills. Upon receiving a high HCG level the Dr. suggested I discontinue my progesterone (week 2). They continued to monitor my progesterone levels and the first week after discontinuation my levels fell from 32 to 29 which they dismissed as lab fluctuation. This week it fell to 23. Now, I am back on injections daily and will be retested next week. Is this a bad sign, even though my levels are normal at 23? I am concerned and certainly do not want this to be a sign of a pending miscarriage after the lengths we have been thru to get pregnant. I would appreciate your comments.
