HCG levels at 5 week

My first level has come back as 850 and i am awaiting the second test result which has been taken 48 hours after to see if it has increased.
The nurse and doctor who i saw to take my bloods feel that this 850 is too low at 5 week for pregnancy to work.
Has anyone had experience of this / is this too low for a 5 week pregnancy??
Any help would be much appreciated as I'm sick of my healthcare providers negativity
