Low HCG levels

Hopefully someone can help me here! My last period was May 7 2009. My cycles are generally 31-33 days. I took a pregnancy test on June 13th (this past Saturday) and have VERY faint positive lines. The next day I did 4 more tests with all different brands and had faint lines again and a positive EPT digital.

Yesterday I went into the ER for what turned out to be gas pains, but while I was there they also did bloodwork and a transvaginal US to rule out etopic pregnancy.

The US showed nothing at all. The HCG level came back as 37. The ER doctor told me I may only be 3.5 weeks pregnant ( I know I conceived around memorial day) and that it could be fine but I am going again tomorrow to have more blood drawn.

Has anyone ever had levels this low and had a normal pregnancy?

It all depends on how far along you are.  hCG numbers rise, they don't leap from 0 to the hundreds, they go up gradually.  If you are at some early point, your numbers are not yet going to be high.
