Multicystic ovaries and lingering hcg

I had an appointment with my RE today. I am seeing him for recurrent miscarriages, I've had 2, the most recent a chemical pregnancy January 7th. At that time my hcg was 15. Today, they tested my hcg for the heck of it and it's 9. Is this really still from a chemical pregnancy I had in Jan? I'm not pregnant, my progesterone is very low.

My other question is this: I'm trying to conceive this cycle, I'm on day 32 today with no ovulation. I even had an LH surge, but no temp shift and low progesterone still. Today I went in to see what's going on, my first ultrasound with them, and they said I had 30 follicles with a corpus luteum looking thing on one side, and on the other I had 20 follicles. She said thats a lot. I asked about PCOS, and she said that I probably don't have that, since I don't have other S/S and I am able to get pregnant. Has anyone experienced multicystic ovaries but not PCOS? I'm worried it is what's causing me to have miscarriages, are my eggs not maturing correctly? I will have a FSH done if I ever get af again, will that tell me something? Has anyone had this problem and know it causes miscarriages? My cycles tend to be longer than normal, but I do ovulate most every month. Any help would be great. I'm sorry it's so long! I just feel like this is never going to happen for me. Thank you.
