as far as i know the only way you can tell if your tubes are for sure open (other than getting pg) is a hystosephilpingogram(SP?) or as you might know it the dye test.
yes they can open them if they are closed but why they are closed will determine how they open them or if they can open them. in extreme cases of endometriosis they can't really do anything about it.
there are lots of options, everything from tubalplasty (they put a balloon in the tube and inflate it opening the tube back up) to surgically going in and removing the damaged section of the tube. they all have there risks.
this is something you should discuss with your doctor.

i would start with a wellness check up with your ob, whom will probably suggest your dh or partner have a seaman annalysis done and blood work on you to make sure all your hormone levels are where they should be.
You probably need to set up an appointment with your doctor, because many things can contribute to infertility not just blocked tubes. I have PCOS for example and part of the disease is infertility. I am being treated with fertility medications that will hopefully produce a pregnancy eventually. So you may want to just get a good physical and talk to your OB about ttc. Also, make sure you are taking a prenatal vitiman. You can get them over-the-counter at Wal-Mart and they are very essential for many reasons. So, try to do that if you have not already. Also, a good multi-vitiman for you significant other would help his fellows. So encourage him with that.

a SA is one of the least expensive of tests that can be done for infertility and did you know that men are the cause of about 40% of all infertility?
good luck i know not getting pg can be the most trying thing you'll ever go through.
