Question about CM after MC

Okay so I thought all my questions were answered, but I came up with one more I was hoping someone could help with.
Can anyone tell me if you can get EWCM (fertile CM) when you still have positive HCG (more than 5)? I didn't have any the first month, had AF (or something like AF) 28 days after MC with HCG still in my system -- no EWCM this first month. Since the "AF" I have had a "normal" cycle with EWCM, but still have HCG in my system.
Any thoughts? Can you have EWCM without ovulating? I thought it was due to the hormones produced when ovulating.
