There are two kinds of blood tests- quantitative and qualitative. One of them (quauntitative, I think) has a cutoff level like a hpt does. The other can detect hcg at any level.
The blood test is much more sensitive.
And I believe they automatically run the qualitative and the other part - not gonna attempt to spell it. Along with the positive/negative part.

Have you ever been this late?
My friend got negative urine tests until after she was 6 weeks pregnant - around 2 weeks late.
Quantative will show you the actual amount of hcg in the blood.
