If you look at walmart, they have a newer formula out and you can start giving it to babies at 9months of age, its called Next step. I think. and its for baby who are on soy and it gets them ready for milk, I think. It has more milk base, i believe. Check it out. Ask your dr. I will be doing the same!!
My daughter is allergic to milk and eggs, she's now 4 and she has been totally fine and healthy without milk, so dont worry too much about it if she cant have it...

My sisters kids are both lactose intolerant and were on soy formula as babies. She switched both of them to milk at 1 and neither of them have had a problem. Whole milk is so important for babies since it has all the fat in it and fat is what makes the babies brain grow and develop.
Mine was also on soy, he handled the transition perfectly, no problems, as babypooh said they usually out grow the intolerance very quickly! Good luck!
DD was on soy formula so we tried regular whole milk and she didn't like it. She was fine with lactose free and then we gradually moved to her regular milk. Now she's fine with it. Transition her slowly. I used to mix formula and milk (eg. 6 oz formula-2 oz milk, 4 oz formula-4 oz milk, etc).
