fetus movement problems

My daughters ultra sound at 15 weeks showed her baby boy with problems. His brain is normal size and no fluid on it. His spine is normal. His heart is strong. His bones all measure correctly and he seems to have all of his joints. The problem is he does not bend his arms or legs. They are in a straight position and moves up and down, side to side. She has had two ultra sounds one was a 3-d lasting 1 hour long. But not once did he bend. The doctor said that he has never seen this before and isn't sure what is wrong. She is having more test done. Have you ever heard of this situation and do you have any suggestions. Either some test that we can do or some possibilities of what the cause is. Thank you so much for your time. Scared grandparent!
