hcg 1604 but nothing in uterus

I am so scared.   I am 37 this is my first pregnancy after years of trying.  Last MP was 8/30/10  found out I was pregannt by HPT Last week.  On Monday 9/27/20 my HCG was 409 and nothing visible in utero in transvaginal ultrasound.  48 hours later same story but my HCG was only 566 and then 48 hrs after that my HCG had shot up to 1604 but still nothing visible in the uterus!  Is this ectopic for certain?  BTW my progesterone is only 10.  They started me on vagianal suppositroies My insurance will not cover it and it is costing 840.00 for the prescription.  Does anyone have a similar story?
Do I have any hope of this being a normal viable pregnancy?

You are too early for an ultrasound to show anything at all.  They should not even have done a scan, since with you being less than 4 weeks from your last period, nothing was going to show no matter where the baby is.  All this does is waste money and freak people out.

Keep taking your progesterone.  Things sound fine.  Don't go back for a scan until 7 weeks from the first day of your last period.
