what to do about my nine year old daughther refuses to wipe herself good when using bathroom its begining to smell

When you say "it's beginning to smell," do you mean the bathroom?  If it's the bathroom, are you sure she is using the toilet properly and not hitting the floor in some way, or using something inappropriate to wipe with and then hiding it?  If she herself is beginning to smell, buy some baby wipes and put them on the back of the toilet, and tell her to use those to wipe her bottom.  A lot of kids hate the dry feeling of toilet paper, or are bothered if it shreds.
