You generally always ovulate @ 2 weeks before you start your period, it is usually pretty much your mid-cycle point.  All women are not the same and your cycle time may be very different from someone else.  Mine can range from 24-27 days long, so my ovu days are usually days 11-13.  Try to think of your cycle in this way:  The 1st day you start your period is day 1, if you ovulate on day 14, then your next period should start around day 28.  This site has a GREAT ovulation tracker that I have just started using because we're trying to conceive, but you can always just mark these dates on a calendar.  If you're TTC, tracking your basal body temp really helps too, it should make it much easier to tell what part of your cycle you are in.

You ALWAYS ovulate before you start your period. Ovulation is when your egg is released from the follicle. Your uterine wall begins to thicken to prepare for and egg to be implanted. If the egg is not fertilized within 24 of being released the uterine lining will begin to thin and shed, this is what cause the bleeding during your period.  I suggest you google "mentrual cycle".  So you can be well aware of what is happening with your body.
