Dear Mike:
I am guessing that the diagnosis was superficial thrombophlebitis: a blood clot in a small vein, perhaps even a varicose vein, immediately beneath the skin. These heal forming a "knot" in the vein and it takes months for the vein to either collapse or to resolve the scar and reopen.
