Dear Chelsea, I am not a doctor, but I have alot of allergies in my family. It sounds to me like a contact allergy of some sort. It could be laundry detergent or something like his irritating the skin around his knees. The hives could be from a food allergy of some sort. My son always broke out with hives 15-30 minutes after eating an offending food. The hives were on his face and legs the most. Your doctor should be able to work it out. Good Luck
