opk - do you always ovulate?

I went to see my doctor last month for my pre-conception visit.  I told him I had been off the pill since December and had been charting my BBT.  He told me that I needed to use an ovulation predictor kit to determine when I ovulate.  I used one last month, and it changed on the 11th.  I kept charting my temps and they never rose.  I started the test again on the 18th and it still showed a color change much like the one on the 11th.  My temps rose on the 21st.  Is it possible, my body was ready to ovulate on the 11th, but for some reason didn't?  I think I must have ovulated on the 18th or 19th since I am a slow riser, or is it possible that it took 9 days for my temps to rise?  I guess my question is, how much faith can I put in the opks?  I hate to keep spending so much money on them each month if they are not working correctly.  I used one of the most popular brands.
