slow rising HCG

HI
I had a blood test this past monday to confirm that I was pregnant. The HCG level as 27 at approx. 16 days past ovulation. I had another HCG done a little less than 48 hours later and it only rose to 37
Is it possible that I could still have a viable pregnancy without the numbers doubling?  I go back for another HCG in one week
I do not have any cramping or bleeding

Classically, viable pregnancies are associated with at least a 66% rise in 24 hours. However, your numbers are so low (indicating very early gestation) that it is difficult to draw any conclusions from them.
My suggestion would be to do nothing as long as you are not experiencing problems such as bleeding or abdominal pain. If you must repeat the hCG level, waiting at least one week (as you have indicated) makes the most sense.
