Cobra keeps canceling coverage

Every month Cobra says I have no coverage because the premium wasn't paid.  When I tell them it was paid they say I need to get it to them at least 2 weeks before the first of each month.  I told them I mail it in 3 weeks before the due date and they still cancel it every month.  I need asthma medication plus pain medicine but can't get it because they say I'm not covered.  How do I go about reporting my company for not getting my payments to Cobra in a timely manner?
