What does an FSH level of 17.63 IU/L mean?

I had a hysterectomy and both ovaries removed over a year ago. My cervix was left in. I started having menstrual periods about 6 months afterwards. My doctor says this can happens in 5-7% of women in my situation, that the cervix still sheds. I had my FSH level checked after two weeks of not taking my HRT and my level was 17.63. I saw on webmd that a menopausal woman should have an FSH level over 50. What does it mean that mine is so low?
