PenisTenderness/pain on the shaft and tip

I have tenderness/pain in the shaft,most noticeable during penetration and masturbation. If the vagina is well lubricated as well as on the exterior opening, then I don't have a problem. This has been going on since 2005. And now I am experiencing tenderness at the tip and shaft as well, even without any stimulation. It almost feels as though I am developing thin skin and maybe an internal infection. Should I see a Doctor and what kind should I see. I have already seen my primary Doctor and she doesn't know what it is or who to refer me too. She mentioned stop drinking alcohol.
