Balanitis?

About last week I had some pain and discomfort from what I thought was being caused by a small cut on the foreskin. Shortly after I started to get the foul smell, the discharge, and I started washing my penis and foreskin twice a day, with just water, my foreskin is also tight, doesnt retract fully. After washing twice a day it loosened up, but still had the discharge and smell and discomfort, along with 2 small red bumps on the foreskin, inside. Since it has gotten better, should I keep washing and wait it out? Or should I see a doctor? I really don't want to, but its been itchy and just starting to get on my nerves. Thank you in advance!
