Base of my erect penis won't move upwards, can't have sex, help please...

Basically my erection is strong but it points down 45 degrees from the floor when standing.  I cannot move it up though, it's blocked it seems and painful if I try, just won't turn up at base.  Can move it up when flaccid.  It is impossible for me to penetrate in any position except reverse cowgirl....all doctors I have gone to are dumbfounded...they don't understand why I can't move my penis up at the base when erect as that would allow me to have sex regardless of erection angle.  Any ideas?
