Bumps.. many bumps on shaft of penis...

Im 16 and have had, what looks to be 2 different types of bumps on the shaft of my penis. It is extremly frustrating and it looks terrible. It seems to be getting a little worse, but that might just be me over thinking things.
The first type of bumps are, what looks like Fordyce's spots, small round whitish bumps, but these bumps also have small light thin hairs growing out of them. There is a lot of these little bumps.
The second kind of bumps are much bigger. They're about the size of a small pea. When i squeeze them, white sebum, which I believe is the correct term comes out. I usually squeeze them everyday and there is always the white stuff in them. i have tried to get rid of the bigger bumps with tweezers, which usually causes discomfort and doesn't get rid of them. The bigger bumps I could(after a while of messing with) pull the outer layer of skin off of it and a hard, white I don't know what shows itself. I would take the tweezers to it and after it heals later, nothing seemed to happen to it.
Can someone please help me?
Its the most annoying thing, as you could imagine for a 16 year old boy to have this stupid annoying problem....
