Bumps near my penis

Hi,

I'm 21 years old
Never had sex with anyone
Maturbate/ejaculate once in a while

I discovered alot of tiny white bumps around my penis, closer to my pubic hair (not the head). It's mostly on the side of my penis (left and right).

Is this disease? i'm kind of scared
thanks
