Bumps on Foreskin of Penis

On the skin of my penis that covers my penis head I have a small series of bumps. I'm not circumsized so I was wondering if it could be bumps from irritaion from masturbation. I have never had any sort of sexual contact with anyone.
Also on my scrotum I have a white spot about 1cm in diametre. It used to just appear when I scrathed at it, now it is always there.
Does anyone know what could be the problem to either of these?

Hi guys, there is a cure, I couldn’t believe it but there is, I had these things for ages and couldn’t get rid of them went to doctor he said nothing u can do.
