Bumps on Foreskin of Penis

Hello everyone,
I have some bumps all over the forskin of my penis. Some are small and some are big, and they're not getting better over time. They look like little caulyflowers sort of. I have never had any type of sexual contact, with anyone! They are spreading it looks like. It is just on the foreskin, and you can see them mainly when I pull my skin back so the skin is touching the head, or when I pull my skin and look on the inner side.
I havn't had any sexual contact as I said, so it cannot be an STD, right?
I do masturbate and did a lot, but I havn't for a long time. (When I did I did not use lubricants) could it just be from irritation?
