Bumpy line on penis

After masturbating I've noticed a Line on the top side of my penis near the bottom about a inch long with multiple bumps on the line. It's a hard line That is slightly paining if pushed hard or my penis is pulled on or let stretch/hang naturally. This is all the time. What is this? Should I worry? Leave it and not maturbate? I've looked loads online and can only come up with lymphocele. Are these the symptoms or am I dealing with something else? The line is actually movable so it isn't fixed on the penis it's in the skin
