Cluster of bumps on penis and now mouth

Hi I developed a cluster of bumps just below the head of my penis around a month ago. I have had them sobbed and the results have come back clean for both herpe viruses... Yet I now realise my farther has had shingles for quite some time and after taking a sip from a drink in witch he was drinking the bumps have poped straight up on the lip area that touched it.. is it shingles ? Please help I've been to 2 different doctors and they have both said it's not herpes and both with different answers

It really depends what test you took, HSV diagnosis are very confusing....but it sounds like the doctor gave you a if they've come back clean (negative) for herpes, its most likely so....but have you been blood tested (IgG) is the reliable test according to doctors, forums, CDC etc.....
