Cold clammy sensation

Hi, for the past 6-8 months I've had a sort of damp cold sensation round my groin I havent changed shower gel of any of my hygine habits, always wear boxer shorts and no tight fitting clothes. I'm not and never have been a person to sweat at all this is why its really getting me down, I feel damp right down to my jeans sometimes! I have tried anti-fungal creams and talcs for the last 2 months but its just the same, I have a long term partner so no chance of STDs. Doesnt itch (too much), no burn or pain just cold dampness.
This happens in winter, summerSummers eve anti-itch, inside, outside, clothes on, off, standing sitting, is really driving me mad!
