Concerned with lump on penis

I've experienced a lump on my penis shaft on the top side near where the head begins. I have also experienced light lower left abdominal pain and left testicular pain. I have no lesions and it's only on "bump" on the top of a vein. Can anyone help or does anyone have suggestions as to what this might be
