Your GP must be correct in his diagnosis, but I would still suggest you to take a second opinion from a urologist, since the hernia seems to be causing continuous pain in your tesicle, may be it affects blood circulation to your testicle.. Normal hernia pain comes and goes and does not cause a constant pain. Since your pain is continuing, better to go for a second opinion.

No. My testicles function normally. They lower and raise with temperature and sexual excitement as per usual. I've noticed standing relieving some of the pain and there tends to be less pain when my testicles are in a raised position.

Is your testicle remaining in the raised state, it might have got hurt while moving up. I would suggest you to consult a urologist and get a proper diagnosis made.
