It is normal for the penis to flop to one side when soft. Does it also curve sideways when erect?
If so, I don't know what can be done about it. If there is a fix, it is likely to involve surgery. Unless it is a really big problem, I wouldn't want to have any surgery if it was me, I'd be too worried it might cause more problems than it fixes.
