Cut on head of penis

i was with a female and my skin was dry around my penis. tip of penis hole spread apart enlarging the hole and began bleeding. there was a cut around there like a paper cut. Weeks later, i've been noticing something growing near the tip of it and i'm not sure if it's a scab or worse. I am able to pull it off and I get a little bit of pain when i'm pushing on to the 'scab'. I don't know if it's infected or if i should see a doctor or not.

I do not how to further describe it, if the right question is asked i can maybe describe it better.
