DARK BROWNISH RED GROWTH ON THE OUTSIDE OF LEFT TESTICLE

I AM 31 YEARS OF AGE, AND I HAVE HAD A SMALL MOLE GROWING ON THE OUTSIDE OF MY LEFT TESTICLE, AND THROUGHOUT THE MONTHS IT HAS BEEN GROWING ON THE OUTSIDE. IT APPEARS TO LOOK LIKE A DARK BROWNISH RED GROWTH. IT ALSO LOOKS LIKE A SKIN TAG AS WELL. IT'S SURROUNDED BY A SPIDER VEIN AND IT IS NOT PAINFULL UNLESS I IRRITATE IT. I'VE JUST HAD A TESTICULAR ULTRASOUND A FEW MONTHS AGO, AND A CHECK-UP FOR A HERNIA. EVERYTHING TURNED OUT TO BE OKAY, SO WHAT COULD THIS BE?
