Dry, Flaky, and Faw skin on penis

So I just got back from vaction for a week and this appeared the day I returned. The whole underside of the shaft of my penis, and part of underside of the glans (glands). Especially when I wake up, just the underside of my penis is white with dry skin, applying lubriderm makes the flaking stop but not the itching. It is very itchy, but not very red. It does not burn to urinate, but it feels very sore and raw when I get an erection and try to masturbate. I am thinking that it may just be irritated from over-masturbation.

I have always had some small bumps along the shaft which I had gotten checked out at one point when I was younger, they were concluded to be normal hair follicles, other than that I see nothing abnormal on the penis. Looking back on the week I cannot determine what has caused this. I am a virgin, but I did touch the vagina of a girl I just met and then touched my own penis, however she was a virgin as well. I also am using a new acne medication, and may have masturbated without washing it off well enough. The day before this appeared I was wearing a pair of boxer briefs that were sitting in my closet, I normally just wear loose boxers. I also shaved my shaft and scrotum, which has caused similar itching before, but never this kind of dryness. At the beach I was in the pool and hottub almost every day which was my first time swimming in a while. There are so many possible causes of this I don't know what to think. Its only been about two days so I dont want to put any cream on it besides the lubriderm, because maybe it will clear up on its own.
