Dry skin can be treated by using a little lotion. Yes, it's OK to put some lotion on your penis, but it can be an irritant to a sex partner so be careful about that and make sure to keep it away from your meatus (pee hole) and under your foreskin or it will irritate you as well.
The second problem you describe is tinea cruris, sometimes called "jock itch." The crease between your scrotum and thighs is where it starts. It will cause your skin to turn dark, itching, sweating and eventually a burning pain. It can spread throughout your groin and even onto your buttocks if left untreated. It's caused by the same fungus that causes athlete's foot (tinea pedis) on your feet, so the treatment's the same. Keep the area clean and dry and use an over the counter ointment for jock itch. Aftate seems to work best. Wearing boxers instead of briefs also help air circulate which keeps you dry. It can take several weeks to get rid of it completely so be patient.
Finally, about 20% of all guys have a slight curve in their erection so it can be considered normal. As long as the curve isn't severe enough to interfere with intercourse you don't have to worry about it.
