Hard bump under skin on shaft Wtf?

I had Just masterbaited, and i seem to have found a Hard bump on the bottom of my Shaft, Inside my scrotum just beneath where they connect, ITs hard, it hurts to touch and i dont think it was there yesterdayi had had sex they day before,
is it possible for shorts being pressed agasisnt the shaft to cause this?
should i see a doctor?
i dont have insureance, so how much dose it cost to get checked out down there?
